Overview

Premiere Food industry in Manhattan and Brooklyn seeks Individual with experience. This position is responsible for performing professional/exempt-level Human Resources functions, including interpreting and enforcing Company policies, implementing and maintaining benefits such as health insurance and commuter benefit, administering and overseeing payroll processing, handling employee relations matters and personnel management. This position is also responsible for providing recommendations to the directors to ensure that the Company is in compliant with employment and other related laws and regulations at all times.


Description

JOB SUMMARY/OBJECTIVE

This position is responsible for performing professional/exempt-level Human Resources functions, including interpreting and enforcing Company policies, implementing and maintaining benefits such as health insurance  and commuter benefit, administering and overseeing payroll processing, handling employee relations matters and  personnel management. This position is also responsible for providing recommendations to the directors to ensure that the Company is in compliant with employment and other related laws and regulations at all times. 


Personnel Management

Consults with other members of Management on matters of hiring; Performs and oversees recruitment process including advertisement, interviews and pre-employment process; Evaluates candidates’ abilities and skills and conducts analysis on pre-employment screening process; Oversees new hire orientation and provides counseling on company's' policies when necessary; Evaluates and updates all related paperwork such as W-4, I-9, Notice of Pay Rate, etc. ; Works with other department managers for personnel changes, such as promotion, demotion, employment status, Wages etc.; Prepares and updates Job Descriptions, and other work-related documents; Provides employment-related trainings, resources, and tools to directors and managers when requested; Writes employment verification letter as per request; Performs any other personnel management functions as necessary.


Employee Relations 

Troubleshoots employment issues in an appropriate and a timely manner and seeks advice from counselors as necessary;  Analyzes work problems and assists 

Management in solving employee issues;  Provides recommendations to the Company for revising Company policies and procedures as necessary;  Provides advice and recommendations on appropriate actions pertaining to disciplinary actions and termination by reviewing  causes, circumstances, proof of evidence etc.;  Drafts warning letters, termination notices and other related documents upon requests;  Manages termination processes, including but not limited to, exit interviews and termination paperwork when requested;  Conducts investigation for claims and grievances submitted by employees regarding harassment, discrimination, and employment-related issues and performs interview to involved parties to resolve such claims and issues;  


Talent Management

Establishes and coordinates performance management processes including performance appraisals by planning and preparing appraisal structures, forms and work-flow;  Instructs and communicates to managers how to conduct the appraisal/feed-back interview to employees;  Collects all employees' appraisal results and makes necessary adjustments on scores in company-wide. 


Compensation and Benefits Management

Reviews current pay structures, works with managers for current compensation issues, pay gaps, within the Company and in comparison to market value;  Ensures compliance with statutory benefits as regulated by federal, state and local ordinances;  Implements and administers benefit programs such as medical, dental insurance, commuter and any other company benefits;  Evaluates necessary benefits documentation and answers inquiries from employees regarding benefits by providing informational materials about programs;  Evaluates program-related data such as eligibility, contribution premium, benefit accrual balances and ensures those data is up to-date and processed accurately at all times;  Notifies employees and any necessary outside parties of changes in benefits programs in a timely manner; Provides COBRA information and enrollment documents to terminated employees;  Acts as a liaison between third vendors, such as insurance carrier, and the Company during a renewal process and manages billing and any other benefit-related matters.


Compliance and Legal Affairs 

Ensures legal compliance of Company policies and procedures;  Monitors HR trends and legal compliance including wages and benefits and provides recommendations to the Company as needed;  Prepares necessary employment-related documents that are in accordance with employment laws and regulations;  Communicates with the Company to develop Employee Handbook, office rules, and Company policies;  Assists Management in interpreting and implementing policies in a fair and consistent manner to employees; Assists and works with the Company on personnel matters and ensures to comply with laws and regulations such as FLSA (Federal Labor Standard Act), EPA (Equal Pay Act), Title VII, ADA (Americans with disabilities Act), ADEA (Age Discrimination in Employment Act), FMLA (Family and Medical Leave Act),  Occupational Safety and Health Act (OSHA) and any other employment-related laws and regulations;  Maintains worker's compensation and short-term disability insurance; Provides employees necessary documents to file a claim such as First Injury Report, Lost Wage Statement and submits them to insurance carrier; Responds to inquiries received from governmental authorities such as Unemployment Insurance Division, Department of Labor, EEOC (Equal Employment Opportunity Commission, NYCCHR (NYC Commission of Human Rights) etc. 


Payroll Management

Oversees payroll processing by ensuring the accuracy of all payroll functions and payroll data performed by HR Assistant Manager and HR Assistant;  Keeps abreast of Company policies and government regulations affecting payroll processes and periodically reviews computation of pay and deductions according to Company policy, as well as federal, state, and local regulations;  Reviews and approves payroll reports and provides instructions to correct payroll errors, if any, in a timely manner;  

Prepares periodical reports for directors when requested.


Risk Management 

Provides employment-related trainings, resources and tools to help Management and employees to understand various risks associated with their job duties and company premises;  Reviews and analyzes industry trends and current data in order to provide information and advice to management to develop and update policies;  Provides management supports for claim procedures for general liability and property loss;  Follows up claims working with claim adjusters, broker and parties involved in the cases in order to minimize the company loss.



Organizational Development

Helps the company to establish an effective organizational structure by providing general information applicable to the organization chart, position and compensation structures; Carries out organization structure assessments, makes recommendations for change and helps design new structures and jobs; Assesses employee development to enhance the effectiveness of employee performance that contribute to achieving the goals and objectives of the company operations;  Designs and develops HR training programs for management and employees;  Provides management advice on performance, organizational and leadership matters to enhance employee job performance and overall company performance.


Other Functions

Adheres to company's security and safety standards and procedures in order to keep smooth business operations. 

Keeps the office clean and neatly maintained at all times.

Participates in meetings, conferences, trainings in order to maintain up-to-date knowledge. 

Reports issues to the Company verbally or/and in writing in order to avoid further problems.

Maximizes productivity and accomplish tasks accurately and in a timely manner by utilizing the equipment provided by the Company such as a computer, printer and photocopier.

Works as a team member by being flexible in work assignments, supporting/covering other staff members as per requests, take initiative to develop assigned work environment when appropriate.

Upholds work standards of conduct by demonstrating good judgments and acting in accordance with the Company policies, including but not limited to, dress codes, attendance and punctuality rules and     customer relations. 


Management Responsibilities

Takes all responsibilities and is granted decision-making authority over their department

Derives execution policy that ensures correct and smooth management of duties assigned to their department as well as ones to be dealt with in cooperation with other departments in order to achieve our management strategy and business plan.

Clearly recognizes and analyzes problems that their division is confronted with, derives a solution, keeps risk-management in mind at all times, and manages all the duties.

Are well-informed about the detail of all the duties performed by all employees in their department and counsel employees on improvement when their jobs are not performed smoothly on schedule.

Draws up a feasible and executable project that contributes to the management/organization development, and deploys available human resources properly and sets effective objective, target and schedule.

Manages the budget allocated to their division, controlling it without a wasteful expenditure.

Keeps their expertise up-to-date, operates their department in compliance with applicable laws and regulations.

Fosters human resources employed in their department. (Primarily, skill cultivation)





Requirements

JOB QUALIFICATION AND REQUIREMENTS

Education

Bachelors degree and four to five (4-5) years related experiences and/or training; or Associate degree and six to seven (6-7) years related experience and/or training. PHR or/and SHRM-SCP certified preferred. 


Skills

Language

Ability to effectively communicate with individuals and in group settings and respond to questions from others in English and Japanese.


Computer

Ability to use a computer and applications such as Word, Excel, PowerPoint etc.

Mathematical Skills

Ability to apply concepts of basic algebra and geometry and analyze general mathematical data.

Reading and Writing 

Ability to understand various information and apply knowledge to write accurate documents or/and instructions. 

Reasoning Skill 

Ability to understand various documents such as employment laws and regulations, contracts, etc. 

Competency

Communication Proficiency. Teamwork-driven. Detail-oriented. Able to successfully respond to multiple work pressures.


Physical Requirements

The employee is regularly required to sit and talk or hear. The employee is occasionally required to stand, walk, use hands to pick-up, handle or feel, and reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.


Working Environment

Sedentary, the employee may be required to work on weekends and beyond normal business hours when necessary. Work primarily in a climate controlled environment with minimal safety/health hazard potential.
